Just got through to someone at Apple who sent me a link. It didn’t exactly work, I had to add four steps.
1. Turn off iCloud Drive.
2. Sign out of iCloud
3. Forget and Re-Pair all devices
4. Sign in to iCloud
5. Turn on iCloud Drive.
As of now it looks like we are back working as Apple Should. Except for those pesky iCloud issues that keep popping up. Glad I have a home server for the important stuff.
